An independent public inquiry focusing on the investigation by Strathclyde Police, under the direction of the Crown Office and Procurator Fiscal Service, into the murder of Emma Caldwell

Inquiry purpose

Iain Packer was convicted of the murder of Emma Caldwell on 28 February 2024, 19 years after her death. In broad terms the Inquiry will focus on: 

  • The investigation carried out by Strathclyde Police, under the direction of the Crown Office and Procurator Fiscal Service, into the murder;
  • The length of time it took for justice to be served;
  • Whether any steps could reasonably have been taken which might have resulted in the offender being apprehended or prosecuted sooner; and
  • Whether there were any failures in training and procedures which contributed to failures (if any) by Strathclyde Police or the Crown Office and Procurator Fiscal Service.

The Inquiry can make recommendations to Ministers in respect of any of the above matters.
